Organization basis

South-Russian regional scientific-educational center of information security problems in the system of Higher School of education was established by the order of Rector of TSURE №257 from 07/17/1998 by the instruction of The Ministry of Common and Vocational Education of Russian Federation №1781 from 08/20/1997. Center is an independent organization department of Southern Federal University. It executes the functions of legal entity by rector’s attorney (order №57 OD from 05/31/2007)

Base structures

Center is based on the department of "Information Technologies Security" (ITS) of Taganrog Technological Institute of Southern Federal University, scientific-educational center of information security systems of the ITS department and departments of the Universities in the South of Russia, which have 090100 “Information security” speciality.

Scientific specialization

The development of Regional level complex system for training, advance training, retraining and employee attestation of all qualification levels in the sphere of informatization and information security; the development of scientific researches and elaborations in order to embed secure information technologies in science and production sphere. 

Field
The main tasks of the center are: 

• activity coordination of departments, faculties and organization departments of Institutions of higher education of the South Region of Russia in scientific, educational and education-methodological maintenance of solving information security problems in the high school system, taking into account conditions of secure formation and usage of information resources;
• the development of Regional level complex system for training, advance training, retraining and employee attestation of all qualification levels in the sphere of informatization and information security; 
• preparation for publications of training, scientific and methodological literature; 
• organization, preparation and holding of methodical seminars, conferences of regional and federal level; 
• holding of another researches and developments, concerning implementation of secure information technologies in the science and production sphere; 
• intensification of legal training of personnel, graduation of specialists, who can solve not only complicated technical problems, but also organizational problems of information security.

Main indicators of development
From 1998 till 2007, 5 seminars and conferences, concerning information security, took place; advance-training courses were developed, and scientific-methodological seminar for Region Universities' staff was run. The program of complementary education trained more than 300 people. With the help of the center specialty 090100 was opened in the Astrakhan and Stavropol polytechnic universities. Center liaise with key universities: Moscow Engineering Physics Institute, Russian State University for the Humanities, St. Petersburg polytechnic university; South Region Institutes of higher education of Russia: Stavropol State University, Kabardino-Balkaria State University, North Caucasus State Technical University, Research Studies Institute of applied mathematics and automatization and Institute of information science and regional management problems of KBSU of Russian Academy of Science; and such enterprises as: close corporation RNT, Russian Scientific Research Institute of management automatization in the nonproductive sphere, Krasnodar branch of the Scientific and technical center “Atlas”, close corporation InfoTex, scientific production center “Orion”, FSUE “Concern “Systemprom”, Russian Institute of Space Device Engineering and Federal Service on Technical and Export Control of Russian Federation.

Specialist training
More than 300 students, 13-15 postgraduate students study on the department. And about 20-25 students take advanced training course every year. More than 300 specialists received additional education diplomas (speciality 090102 – “Information security organization and technology”)
The dissertation senate was established in SFedU, where a thesis of a candidate or doctor of science can be defended. Defense of dissertations can be performed in two specialities: 05.13.19 – “Information security” and 05.25.05 – “Informational systems and processes, legal aspects”. 17 candidates of science dissertations were defended from 2005 to 2007 by the applicants of South Region of Russia.

Economicalbasis
The sourses of financing are grants and economic contracts. 

Device basis
Center's device basis is based on the equipment of the ITS department. 

Cadre basis
The cadre basis of the center consists of the ITS department staff. 2 Doctors of Engineering Scence, Professors, 13 assistant proffessors, post-graduate students and accessory personnel of the department. 

International co-operation
There are scientific contacts with Universities of Byelorussia, Ukraine, Azerbaijan, Uzbekistan, Cyprus and Germany (Berlin, Hamburg,darmstadt).

Achieved level of Center's influence in sientific and educational environment

Organized scientific-practice conferences "Information Security" attract specialists from South Region of Russia. Scientific-methodical literature, which published with help of the center, is permeated among many Universities of Russia.

Prospects of Russian Scientific-educational center's development: 

• the development of information security Center for collective usage for practical lessons for students from universities of the Region and for University Extension;
• the development of Regional level complex system for training, advance training, retraining and staff attestation of all qualification levels in the sphere of informatization and information security;
• adoption of innovation technologies to educational process, which are based on the results of scientific researches and developments of the Center that allow to increase the quality of graduated students training.
